These are dangerous times. The entire human race is at war with an invisible, unfortunate, and deadly enemy. There is no cure on the horizon. Health systems in many places are overwhelmed. The number of injuries and deaths is increasing dramatically. The epidemic not only endangers our lives and our health, it also has what Henry Kissinger calls "the negative effects of society." Our supply lines were cut, our production and distribution systems were blocked, political operations were interrupted, schools and universities were closed, and our ability to respond to the crisis was put at risk. While the task of reversing the spread of the virus is urgent and we hope it will be temporary, the social impacts are likely to continue for generations.

It is a battle on two fronts. For a reason, people need to isolate themselves to prevent the virus from spreading. On the other hand, people need to emerge and regroup as quickly as possible to restart stagnant systems.


Universities reflect this dilemma. They collect thousands of people every day, making them exceptionally vulnerable to the spread of disease. Closing universities is an important step in controlling proliferation. But universities also unify knowledge and are the places where solutions will be found. No society can risk keeping universities closed for long. Pakistani society has already paid a heavy price due to past cuts in academic activities.

Since the crisis came, the policies of the Higher Education Commission have been driven by these two imperatives.
